Launches an international expansion project by gathering intake, running EOR vs. entity analysis, drafting cross-functional questions, surfacing country-specific flags, and creating a persistent tracker file. It loads jurisdictional config and checks for existing trackers to avoid duplicates.

~/.claude/plugins/config/claude-for-legal/employment-legal/expansion-[slug].yaml), flag it: "An expansion tracker for [country] already exists. Use/employment-legal:expansion-update [country]to update it, or confirm you want to start over." - Create
~/.claude/plugins/config/claude-for-legal/employment-legal/expansion-[slug].yamlon completion.
